branch refuses to help on a check /house fire loss

i called several national city banks to get help to release a insurance check to put me and my family under a roof from a house fire we had total loss.and i was told it could happen but the branch i deal with has to do it. and i finally got ahold of thefranklin branch manager stephany and she refuses to help in my situation so currently i am without anywhere to go for several days.it is pretty sad that all the other branches was willing to help but except my own branch in franklin ,indiana.thank you
